Create a formal process for proposing, voting, and adopting MDPs (MoonDAO Proposals)
Abstract
This proposal provides a detailed structured process for how future MoonDAO proposals should be made. Any individual or entity wishing to create a proposal and put it up to vote (snapshot) will need to go through those steps to ensure that the proposal is detailed enough to be voted on and its implementation is enforceable.
Motivation
As MoonDAO matures we need fair and easy-to-follow processes for governance. At the same time, since any member of the community can make a proposal it is essential to ensure that only those with a certain standard of quality will reach the snapshot page and avoid voter fatigue in the process.
Specification
For a MoonDAO proposal to be accepted it must successfully pass through three phases:

Phase 1: Ideation
This phase facilitates an initial, informal discussion on the MoonDAO forum regarding potential proposals. You can initiate a proposal in Phase 1 by posting your idea in the Proposal category. This phase allows proposals to gather community insight for refinement before opening a formal poll.
Duration: Open-ended
Passing Requirement: For proposals to successfully pass from Phase 1 to Phase 2, there is no formal requirement. However, if a Phase 1 proposal discussion fails to garner any momentum from the community, it is unlikely to become a successful proposal.
Phase 2: Specification
This phase requires proposals to be posted using the MoonDAO Proposal (MDP) template. You can create a MoonDAO Proposal easily by adding the MDP tag, after which your draft post will automatically be populated with a template for you to fill in.

Author: <Name of author> (This can be removed for community projects)
Status: <Current state of proposal>
Created: <(dd-mm-yy) format>
MoonDAO proposals in this phase should have detailed and structured plans on how to be executed. It is recommended that proposals contain the following fields when applicable, such as a Simple Summary, Abstract, Motivation, and Specification.
Duration: 3 weeks (if a proposal has no momentum/backing/progress for 3 weeks consider it closed)
Passing Requirement: For proposals to successfully pass from Phase 2 to Phase 3, there must be significant momentum from the community as well as approval from the MoonDAO team.
*In the near future, we may be able to use collabland for temperature check polls to derive community approval
Phase 3: Consensus
Proposals that pass the requirements in phase 3 are further refined and edited before being placed on Snapshot with a corresponding binding proposal. The MoonDAO proposal on Snapshot must include the MDP Template as well as a link to the MDP post on the MoonDAO Discourse. Proposals must also include the option to make no changes.
Duration: 3-7 days (This is highly dependent on the proposal)
Passing Requirement: There must be an outcome with a relative majority of votes in the Snapshot proposal for adoption.
