Create a formal process for proposing, voting, and adopting MDPs (MoonDAO Proposals)

Abstract

This proposal provides a detailed structured process for how future MoonDAO proposals should be made. Any individual or entity wishing to create a proposal and put it up to vote (snapshot) will need to go through those steps to ensure that the proposal is detailed enough to be voted on and its implementation is enforceable.

Motivation

As MoonDAO matures we need fair and easy-to-follow processes for governance. At the same time, since any member of the community can make a proposal it is essential to ensure that only those with a certain standard of quality will reach the snapshot page and avoid voter fatigue in the process.

Specification

For a MoonDAO proposal to be accepted it must successfully pass through three phases:

Phase 1: Ideation Ideation post created in the Proposal category Open-ended Here initial ideas can be shared and discussed. This phase allows proposals to gather community insight for refinement before opening a formal poll. For proposals to successfully pass from Phase 1 to Phase 2, there is no formal requirement.
Phase 2: Specification MoonDAO proposal (MDP) post created by adding MDP tag 3 week Deadline In this phase, proposals must have detailed and structured plans on how to be executed, additionally, it must follow the MDP template. For proposals to successfully pass from Phase 2 to Phase 3, there must be significant momentum from the community as well as approval from the MoonDAO team.
Phase 3: Consensus MDP post refined and edited with a corresponding binding proposal on Snapshot 3-7 days Proposals in phase 3 are further refined and edited, before being placed on Snapshot with a corresponding binding proposal. There must be an outcome with a relative majority of votes in the Snapshot proposal for adoption.

Phase 1: Ideation

This phase facilitates an initial, informal discussion on the MoonDAO forum regarding potential proposals. You can initiate a proposal in Phase 1 by posting your idea in the Proposal category. This phase allows proposals to gather community insight for refinement before opening a formal poll.

Duration: Open-ended

Passing Requirement: For proposals to successfully pass from Phase 1 to Phase 2, there is no formal requirement. However, if a Phase 1 proposal discussion fails to garner any momentum from the community, it is unlikely to become a successful proposal.

Phase 2: Specification

This phase requires proposals to be posted using the MoonDAO Proposal (MDP) template. You can create a MoonDAO Proposal easily by adding the MDP tag, after which your draft post will automatically be populated with a template for you to fill in.

e.g) MDP Template:

MDP: <Number to be assigned>

Title: <MDP Title>

Author: <Name of author> (This can be removed for community projects)

Status: <Current state of proposal>

Created: <(dd-mm-yy) format>

MoonDAO proposals in this phase should have detailed and structured plans on how to be executed. It is recommended that proposals contain the following fields when applicable, such as a Simple Summary, Abstract, Motivation, and Specification.

Duration: 3 weeks (if a proposal has no momentum/backing/progress for 3 weeks consider it closed)

Passing Requirement: For proposals to successfully pass from Phase 2 to Phase 3, there must be significant momentum from the community as well as approval from the MoonDAO team.

*In the near future, we may be able to use collabland for temperature check polls to derive community approval

Phase 3: Consensus

Proposals that pass the requirements in phase 3 are further refined and edited before being placed on Snapshot with a corresponding binding proposal. The MoonDAO proposal on Snapshot must include the MDP Template as well as a link to the MDP post on the MoonDAO Discourse. Proposals must also include the option to make no changes.

Duration: 3-7 days (This is highly dependent on the proposal)

Passing Requirement: There must be an outcome with a relative majority of votes in the Snapshot proposal for adoption.

Thank you @enroggo, this feels right for most considerations. I would like to extend the discussion to consider emergent or swift decision making needs.

We should have some language, perhaps another MDP regarding Swift Proposals?

We would need to define what qualifies for a swift proposal. And perhaps we establish a quorum requirement for Moon Settlers and above? Or we simply say, no, everything must get a full 3 weeks for Phase2.

hey al3sha! the 3 week duration is a deadline for proposals to be approved into phase 3 (snapshot vote). Proposals could potentially be approved and put on snapshot very soon after it is created if it has both team approval & community momentum.

Ideation posts in phase 1 can request the MDP template and then are moved to phase 2 where a more formal and structured proposal is required. They could potentially be approved immediately into snapshot, but if the proposal fails to get enough momentum or approval for 3 weeks- we can consider it closed.

@al3sha raised the concern that I have about speedy proposals, but that makes a lot of sense – 3 week “deadline” but if there is no push-back on a proposal then it can be put up on Snapshot before the three weeks for sure.

I like this a lot, I think having some lightweight structure like Eion proposed will help us a lot. I’m definitely in favor of this!

Another thought about some proposals is if applicable they should have a “sunsetting” mechanism where it is automatically removed unless re-voted in. Maybe each time it is re-voted they exist for a little longer.

Thanks for your proposals. Couple of lessons learned from NFTs project and we definitely want to avoid:

  • Lack of key stakeholders in the project team
  • Don’t have a dedicated team
  • Don’t have a clear execution plan
  • Communication problems
  • Spend too much time on ideation

My suggestion for the Structured Process for MoonDAO proposal

Project team

In order for a project to be approved it must have a dedicated team consisting of:

  • Project coordinator (PC),
  • Community Liaison (CL),
  • MoonDAO Sponsor (MS),
  • Subject matter expert (SME)

Project plan

Before starting any project, the project team should prepare a Project plan with the following

  • Project Goal
  • Team structure
  • Budgeting
  • Execution plan ( to do list, timeline, PIC for each task)
  • Communication plan (e.g. Project daily meetings are written in MM and shared with the community. Weekly calls with the community to update the project progress, etc. )
  • Deliverables
